What can an AI Minister teach us about building AI that acts on our behalf? Drawing on experiences from the AI Minister scenario at the Government of Albania, we explore how the same ideas could underpin a personal AI delegate: an agent that understands your context, represents you within defined boundaries and helps get work done when you are elsewhere.
Work IQ, semantic understanding and organizational context help it understand your work. Identity, role-based access control and explicit delegation determine what it may know and do, and when it must ask for your approval. We explore what it would take for such an agent to participate in meetings, investigate opportunities and coordinate actions, with security, governance and human oversight built in from the start.
The challenge goes beyond the agent itself. How can security and data protections remain effective across agents, models and environments? What does sovereignty mean for where data, memory and inference reside? Rather than relying on one all-purpose AI, the delegate orchestrates specialized agents, models and tools within clearly defined boundaries.
The goal is not an AI clone, but a secure, governed extension of your capacity: able to act on your behalf, while keeping you in control.
